Committee Blog: NCIA Committee Work Provides Lasting Value To All – A 2022 Highlight Reel

NCIA Committees are one of the easiest ways that NCIA enables its members to make a positive impact on the cannabis industry. The Facility Design Committee is one of fourteen (14) committees. We are all member-led, meeting monthly (if not more frequently) to discuss needs and to work together to create resources for the community and industry at large. This translates into blogs, webinars, and more. As the new Committee term gets underway, this article provides a recap of our 2022 term. Who are we? What did we accomplish? How can you as an industry operator or NCIA member leverage these resources? Read on!

Accomplishments and key member takeaways
Now entering our fourth year, the FDC put together a significant amount of content for the industry to utilize. I have highlighted the top three impacts that our Committee felt we made. Seeing busy industry pioneers put aside valuable time in their days to consistently show up and create this content for the betterment of you all was a rewarding opportunity in itself and it’s impossible to do justice and recognition to the hours contributed by all.

What is VPD / HVACD and why should you care?
Understanding plant dynamics and how they impact the selection and sizing of HVAC systems is critical to the cannabis cultivation space. The design assumptions and directions made during early planning will impact plant quality, quantity, operational costs, and energy expenditures for the life of the facility. It should not be surprising to owners and shareholders that if the first steps of design are made incorrectly, costs to correct original mistakes may exceed the original project budget, and oftentimes that may be too late. It is easy to get lost in the technical details on paper, but our members broke this important topic down for decision makers to better understand in our blog article and webinar “WTF is VPD” (available for free to watch on demand!).

Social Equity is a major problem
Mike Lomuto who led NCIA’s Diversity Equity and Inclusion Committeemet with Shawn Cooney, our Vice-Chair early on to discuss sustainability and DEI issues in the space. Social equity applicants have so many additional hurdles that the FDC members prioritized how to steer our knowledge to solve real problems social equity applicants face. During several of our meetings, we invited a social equity applicant to share where they were stuck. They benefited from having a team of experts to listen, understand their problem, and offer direction and guidance.
“The most meaningful thing that occurred [for me] was participating in a hot seat with a social equity license recipient… We followed up with this individual and it led to us becoming more educated and aware of the issues surrounding social equity in the cannabis industry. Unfortunately, what we uncovered wasn’t that great. Social equity programs in several states are fraught with issues and there are often firms who are preying upon vulnerable people… I have a whole new sense of awareness. It’s opened me to educate myself and others as well.” – Eric Myers, COO, Omega Equipment Supply
But don’t take our word for it – hear it from one of our “hot seat” guests who came to us after having multiple setbacks getting their design plans for a dispensary approved by the city.

After my hotseat with the FDC, we were able to identify what we did wrong and why we were having so many delays with the city. [The FDC members] helped us prioritize what steps we needed to take to get our project back on track… We redesigned our floorplan and now we are closer than ever to getting our building permits. Networking
Not only do we meet monthly virtually, enabling volunteers from Maine to California and everywhere in between to connect and share knowledge – but many of us made time to connect in person to speak on panels and support each other throughout the year. While the pandemic wreaked havoc on conferences and in-person events, we were able to build lasting relationships thanks to the Committee structure.

2022 and Beyond: Lobbying Congress with NCIA Evergreen Members

Founded in 2010, the National Cannabis Industry Association is the oldest and largest trade association representing legal cannabis businesses. Our membership consists of hundreds of forward-thinking businesses and tens-of-thousands of cannabis professionals from coast to coast. That being said, our work and effectiveness in cannabis policy reform continues to be one of the most important duties at NCIA. During the pandemic, NCIA’s government relations team continued to work to support congressional offices through education and conversation. As we continue to be effective on Capitol Hill, our lobbyists work closely with NCIA’s Evergreen roundtable to effectively shape policy reform.
Due to Evergreen members’ investment in shaping policy for the cannabis industry, we are able to take our Government Relations work to the next level. This month, we will be hosting our first ever Virtual Mini-Lobby Days, taking place the week of January 31. As we continue to represent a value-driven, responsible industry, our main goal is to educate congressional offices on all aspects of cannabis policy reform; social equity, banking, 280E, scientific data, and much more. I want to thank our Evergreen members for supporting our policy agenda.
Let’s take a look at some policy goals in 2022:
You’ll remember that during the 116th Congress, the SAFE Banking Act became the first cannabis-related bill to be passed by a chamber of Congress. It also became the first piece of cannabis legislation to pass the 117th Congress in April of 2021 by a vote of 321-101. Since last spring, the bill has languished in the Senate due to disagreement over enacting comprehensive versus incremental reform.
This year, expect pressure on the passage of SAFE to increase. While efforts to enact comprehensive reform continues, the votes are simply not there as of now. If you’re interested in learning more about this conundrum, take a look at this piece that the Brookings Institute recently posted.
NCIA is continuing to build support for the SAFE Banking Act in the Senate, but some big news was announced recently that will certainly impact the legislation in the future: longtime champion and lead sponsor, Rep. Ed Perlmutter (D-CO), just announced that he will not be running for re-election next session. Rep. Perlmutter spoke to Colorado Public Radio this month about his decision not to run for reelection this November and his disappointment that, while the House has approved the Secure and Fair Enforcement (SAFE) Banking Act five times now in some form, the Senate has failed to advance it under both Republican and democratic leadership. The congressman says that he’s going to work to pass his marijuana banking bill before his time on Capitol Hill comes to an end.
There are numerous bills that have received much attention in terms of descheduling cannabis – among them the MORE Act (H.R. 3617), the States Reform Act (H.R. 5977), and the discussion draft (not formally introduced) of the Cannabis Administration and Opportunity Act (CAOA). As we continue to discuss comprehensive legislation with Capitol Hill offices, our main focus is to continue to be a resource when these offices have questions or concerns. It is imperative that NCIA remains in conversations as language is analyzed and discussed. As we work with NCIA members and our Evergreen roundtable, we continue to relay the burden of federal prohibition and how it impacts our businesses and communities.
How can you do more as an NCIA member?
There are ways for you to be more active as an NCIA member. For example, you can consider applying to be on one of NCIA’s committees this summer. As a committee member you’ll work alongside other cannabis professionals as thought leaders to develop industry standards. Some of our committees include: Education committee, Retail committee, Hemp committee, State Regulations committee, Diversity, Equity & Inclusion committee, and many more.

Growing With Our Members: NCIA’s Membership Department in 2017

2017 is well underway and all current NCIA members should have received their annual membership mailings. We hope you took a few minutes to review the contents of the folder, which contains information relevant to you and your business. As NCIA’s new Director of Membership & Development, I wanted to introduce the department and share an overview of our plans and goals for the coming year.
More NCIA staff to serve you
NCIA’s Membership Department has expanded substantially in the last few months! I joined the team in the fall of last year, as did Jon Dinh, our Membership Coordinator. Then Curtis Stafford and Rachel Kurtz were hired as NCIA’s Business Development Managers at the start of this year.
We are now five strong in the Membership & Development department, including NCIA veteran Jeremy DePasquale as Membership Manager. That evolution is really exciting, as NCIA is poised to grow its membership numbers significantly in the coming year.
Access to NCIA’s Government Relations team
NCIA membership comes with numerous tangible benefits. For example, did you know that if you’re planning a trip to Washington, D.C., NCIA’s Government Relations staff will work with you to set up meetings with your congressional representatives, establish your goals for the meetings, and even attend the meeting with you? It’s a fantastic opportunity if you find yourself in D.C. and want to advocate for your business and the industry as a whole.
NCIA Committees
NCIA’s councils are now called committees, and all current members will be invited to apply to sit on a committee during a formal process in the spring of 2017. The kick-off meetings for several new committees will take place during NCIA’s Cannabis Business Summit in Oakland, CA, June 12-14, 2017. You can read more about the committees on our website. If you have a suggestion for a committee other than those currently listed online, please contact us.
Your valuable contributions and participation can also grow your network within the industry and help further NCIA’s mission. Committee work helps establish the kind of industry that we all want by creating standards and establishing best practices for various industry sectors. Participating in an NCIA committee also demonstrates a commitment to industry development that proves our members are serious business owners with a common, united purpose.
Become an NCIA Ambassador
NCIA is expanding its Ambassador Program, which is a way for members to support NCIA and earn incentives by recruiting new members. NCIA Ambassadors help ensure the success of the association and the cannabis industry by strengthening our membership base. From promotional opportunities for your business to free event registrations, we’re making it easy for you to earn rewards for bringing more business owners into NCIA’s community.
Coming Soon! Member Community Forums
Coming soon is an online community platform that will allow for limitless members-only discussion groups on cannabis industry-related topics. For example, member lawyers can ask questions of fellow cannabis attorneys through a convenient online platform that will also allow for the sharing of documents and other media securely.
NCIA’s Committees will have their online ‘homes’ on this platform, as will members who’ve offered to speak at one of NCIA’s events. This platform will allow you to find other members like yourself via sophisticated search functions. We plan to launch this online platform in the late spring.

Additionally, we’re working on new partnerships that will add value to your NCIA membership and improve your bottom line, including new money-saving insurance options, an energy efficiency program for our cultivator members, and more.
